The construction of Xinhuanggang Port has entered a critical sprint stage, with division of labor and efficient promotion between Shenzhen and Hong Kong. The Hong Kong contractor has comprehensively carried out the interior decoration, mechanical and electrical installation, and inspection facility deployment of the joint inspection building in the port area through a "synchronous construction" mode, preparing for the implementation of the "cooperative inspection" system. The Shenzhen side is making every effort to promote the construction of a connecting bridge between the joint inspection building and the Hong Kong road network, and simultaneously laying dedicated optical cables to ensure stable and smooth communication and data transmission between the Hong Kong port department system and the Hong Kong main server, providing technical support for cross-border inspection integration.

2、 Mode innovation: one place, two inspections, five minute fast customs clearance

The Xinhuanggang Port is positioned as a 24-hour pure travel inspection port between Shenzhen and Hong Kong, completely bidding farewell to the traditional "two places, two inspections" model and adopting an innovative mechanism of "cooperative inspection, one-time release": passengers can complete the entry and exit procedures between Shenzhen and Hong Kong at the same location and in one queue, without the need for repeated inspections. The port plans to have 134 self-service channels and 68 manned counters, supporting dual mode clearance of "card reading+face recognition". The designed daily clearance capacity is 200000 people, and the peak day is 300000 people, fully adapting to the high-frequency personnel travel needs between Shenzhen and Hong Kong.

3、 Strategic Value: Empowering Bay Area Hub Science and Technology Innovation

The Xinhuanggang Port is not only a customs clearance channel, but also a core node for the integration of Shenzhen and Hong Kong and the development of scientific and technological innovation in the Hetao region

Hard connectivity of infrastructure: connecting Shenzhen Metro Line 7 and the Hong Kong Northern Ring Line branch, building an integrated transportation network of "rail+port", and helping the formation of the "one hour living circle" in the Guangdong Hong Kong Macao Greater Bay Area.

The release of science and technology innovation space: After canceling the cargo inspection function, about 500000 square meters of land will be released for the construction of the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone Shenzhen Park, creating a dual core hub of "port services+international science and technology innovation", promoting efficient cross-border flow of scientific research, talent, funds and other factors.

New Link of Dual City Integration: As a key connecting point between the northern metropolitan area of Hong Kong and the Futian Central District of Shenzhen, accelerating the spatial layout of the "Dual City Three Circle" and becoming a landmark project for all-round cooperation between Shenzhen and Hong Kong.

Shenzhen and Hong Kong are working closely together to fully promote various preparatory work before the opening of the port, including the "one place, two inspections" cooperation framework agreement, system joint debugging and testing, customs clearance exercises, and the operation and maintenance agreement of the connecting bridge. The goal is to make the new port ready for completion and opening during the current term of the SAR government.
